Inouse plat-review committee and technical plat-review committee meetings coming next week. Which wrong? Date or day of the week for the in-house review committee?

What is the most obviously dangerous and inappropriate item on either agenda?
2. PPL/SIP 12-4118: Preliminary Plat/Small Site Improvement Plan (1637 W. DEANE ST./DEANE STREET COTTAGES, 365): Submitted by APPIAN DESIGN GROUP for property located at 1637 WEST DEANE STREET. The property is zoned RSF-4, RESIDENTIAL SINGLE- FAMILY, 4 UNITS PER ACRE and contains approximately 0.88 acre. The request is for preliminary plat and development approval of 5 single family cottages. Planner: Andrew Garner
THIS project involves dredging and filling wetland and likely using red dirt to make land HIGHER under the buildings than the surrounding property to east, west and south and increasing flood potential to adjacent homes. And is there something in the deal about switching the size of lots to allow to make 5  units appear to be legal on the property?
If the builder can't make a profit by building the already legal number on the property, the builder must be borrowing far too much money to do the job. Clear example of urban infill threatening the Illinois River watershed.
